The ministry has 55.4 GW of storage waiting for a permit. At 30 April 2023 it had 1.6 GW. 5.9 GW got its decree in the year to 30 April 2026.

The Ministero dell’ambiente e della sicurezza energetica handles the single authorisation for storage of state competence and reports once a year on every procedure. At 30 April 2026 it had 392 storage procedures open for 55.4 GW, against 18 for 1.6 GW at 30 April 2023. A further 45 applications for 12.1 GW were received and not yet opened.

Most storage below the state threshold is authorised by a region, and each region publishes its acts its own way. 88 acts and notices are read so far: Sicily’s single-authorisation decrees and the Department of Energy’s public notices, Puglia’s and Lazio’s official bulletins, and one Emilia-Romagna act. A notice marks a procedure opened, never a permit, and is shown as announced. The twenty largest acts:

The capacity market pays a fixed premium per MW of derated capacity (CDP) for new storage over fifteen years. Four auctions have awarded 1,857 MW CDP to 63 new storage units. MACSE, the storage-only auction, contracts energy capacity in MWh; its first round on 30 settembre 2025 contracted 10.0 GWh in 14 lots for delivery in 2028.

A project appearing in more than one record is shown once, at its most advanced stage, when the company name and the municipality agree. Where they do not, because a plant changed hands, a record names no municipality or a row copies a line of Terna’s results, the records are joined by hand, and a file in the register’s repository gives the evidence for each join. 134 projects rest on more than one record, 52 of them joined by hand. A capacity market MW is Terna’s derated CDP and is never added to a nameplate MW. A blank MW means no source states it. The ministry’s record covers only authorisations of state competence; the regions grant the rest. Sicily’s decrees and notices, Puglia’s and Lazio’s bulletins and one Emilia-Romagna act are read; Sardinia’s bulletin sits behind a login, Lombardy’s provinces publish no register, and the other regions were searched only through the press. Terna does not publish the applicant behind a queue request, so this register cannot be joined to the Atlas request by request. Enel says 27 battery plants and 1.76 GW operate in Italy and publishes no list. A plant is shown as operating only where a public source says it runs: Enel’s own environmental declarations and statements, its builders, or the press. Where none does, the plant is shown at the last stage a public record supports, usually its contract with Terna, and its record says so. What a project earns is not public in Italy: GME’s market data is licensed for private use only, so no revenue appears here.
